Entre consolidation institutionnelle et ouverture de nouveaux chantiers scientifiques, cette s\u00e9ance a marqu\u00e9 une \u00e9tape importante dans la vie du groupement.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une ann\u00e9e de transition&nbsp;et de&nbsp;consolidation<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019assembl\u00e9e a proc\u00e9d\u00e9 \u00e0 l\u2019approbation du budget rectificatif 2025 ainsi que du budget pr\u00e9visionnel 2026.&nbsp;Dans&nbsp;un contexte budg\u00e9taire national&nbsp;contraint, la subvention du minist\u00e8re de la Justice, ainsi que les contributions des autres membres du groupement&nbsp;seront&nbsp;maintenues&nbsp;\u00e0&nbsp;leur&nbsp;niveau actuel, signe d\u2019un engagement renouvel\u00e9 en faveur de la recherche sur le droit et la justice.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019ann\u00e9e 2026 se pr\u00e9sentera ainsi comme une ann\u00e9e de consolidation, avec le maintien d\u2019un haut niveau d\u2019activit\u00e9 scientifique et d\u2019interventions,&nbsp;tout&nbsp;en renfor\u00e7ant l\u2019articulation entre d\u00e9penses de fonctionnement et financement direct des recherches.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Val\u00e9rie&nbsp;Sagant&nbsp;reconduite \u00e0 la direction de l&#8217;Institut<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le mandat de\u202fVal\u00e9rie&nbsp;Sagant\u202f\u00e0 la direction de l&#8217;Institut a \u00e9t\u00e9 approuv\u00e9 \u00e0 l&#8217;unanimit\u00e9.&nbsp;\u00c0 sa demande, ce renouvellement ne portera que sur une ann\u00e9e, permettant d&#8217;assurer une transition ma\u00eetris\u00e9e avant la d\u00e9signation d&#8217;une nouvelle direction.&nbsp;Le travail accompli au cours des quatre derni\u00e8res ann\u00e9es&nbsp;a \u00e9t\u00e9 salu\u00e9.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full is-resized\"><img class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Christophe Soulard, premier pr\u00e9sident de la Cour de cassation et pr\u00e9sident de l&#8217;Institut, a mis en avant \u00ab la qualit\u00e9 de la coordination entre les \u00e9quipes et les membres, gage d&#8217;efficacit\u00e9 et de coh\u00e9rence \u00bb.&nbsp;Carine Chevrier, secr\u00e9taire g\u00e9n\u00e9rale du minist\u00e8re de la Justice, a soulign\u00e9 \u00ab le pilotage \u00e0 la fois scientifique et administratif du groupement \u00bb, saluant la consolidation des liens entre recherche et action publique.&nbsp;Didier-Roland&nbsp;Tabuteau, vice-pr\u00e9sident du Conseil d&#8217;\u00c9tat, a mis en avant la solidit\u00e9 acquise par l&#8217;Institut, fruit d&#8217;un travail patient men\u00e9 malgr\u00e9 les d\u00e9fis de sa mise en place.&nbsp;Pascale&nbsp;Goetschel, directrice scientifique adjointe \u00e0 l&#8217;INSHS et repr\u00e9sentante du CNRS, et\u202fAur\u00e9lie Bretonneau, secr\u00e9taire g\u00e9n\u00e9rale du Conseil constitutionnel, ont insist\u00e9 sur la richesse du dialogue interinstitutionnel et la dynamique de coop\u00e9ration nourrie sous cette conseil&nbsp;scientifique&nbsp;de l\u2019Institut<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au terme de quatre ann\u00e9es \u00e0 la pr\u00e9sidence du conseil scientifique, Fran\u00e7oise&nbsp;Tulkens, ancienne&nbsp;Vice-Pr\u00e9sidente de&nbsp;la Cour europ\u00e9enne des droits de l\u2019Homme, a dress\u00e9 un bilan \u00e0 la fois lucide et enthousiaste de son mandat.&nbsp;\u00ab\u202f<em>A l&#8217;heure des soup\u00e7ons, des remises en cause de l&#8217;\u00e9tat de droit, des menaces qui p\u00e8sent sur la justice, la recherche&nbsp;repr\u00e9sente&nbsp;un ancrage&nbsp;fiable. Nous avons un besoin existentiel d&#8217;une recherche scientifique solide, s\u00e9rieuse, ind\u00e9pendante.<\/em>\u202f\u00bb&nbsp;&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"wp-block-paragraph\">Sous sa pr\u00e9sidence, le conseil scientifique s\u2019est affirm\u00e9 comme un espace de d\u00e9bat coll\u00e9gial et rigoureux, au service d\u2019une recherche utile socialement et attentive aux transformations du droit.&nbsp;Fran\u00e7oise&nbsp;Tulkens&nbsp;a formul\u00e9 plusieurs orientations pour les ann\u00e9es \u00e0 venir :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>renforcer&nbsp;la visibilit\u00e9 de l\u2019Institut dans le champ acad\u00e9mique ;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>conforter&nbsp;son ind\u00e9pendance et son interdisciplinarit\u00e9 ;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>d\u00e9velopper&nbsp;les coop\u00e9rations \u00e0 l\u2019\u00e9chelle europ\u00e9enne et internationale ;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>valoriser&nbsp;davantage&nbsp;les recherches soutenues et leurs \u00e9valuations.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/ierdj.fra1.digitaloceanspaces.com\/media_library\/2025\/10\/RECHERCHES_PUBLIEES_NOV25.pdf\">D\u00e9couvrir la liste des recherches r\u00e9cemment publi\u00e9es<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019assembl\u00e9e a chaleureusement salu\u00e9 ce travail,\u00a0<a href=\"https:\/\/institutrobertbadinter.fr\/fr\/actualites\/assemblee-generale-de-linstitut-entre-continuite-et-nouvelles-perspectives\/\">Angelika\u00a0Nussberger<\/a>,\u00a0ancienne vice-pr\u00e9sidente de la Cour europ\u00e9enne des droits humains et sp\u00e9cialiste reconnue du droit europ\u00e9en,\u00a0succ\u00e9dera \u00e0 Fran\u00e7oise\u00a0Tulkens\u00a0\u00e0 la\u00a0pr\u00e9sidence du conseil scientifique\u00a0\u00e0 partir de 2026.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quatre nouveaux membres rejoignent le <a href=\"https:\/\/institutrobertbadinter.fr\/fr\/decouvrir\/le-conseil-scientifique\/\">conseil scientifique<\/a>\u00a0:\u00a0\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Christophe QU\u00c9ZEL Bologne<\/em>&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Leur diversit\u00e9 disciplinaire et g\u00e9ographique illustre la vitalit\u00e9 et l\u2019ouverture du conseil scientifique, moteur du travail collectif de l\u2019Institut.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/institutrobertbadinter.fr\/wp-content\/uploads\/2025\/11\/irb-annuaire-20250922.pdf\">D\u00e9couvrir l\u2019annuaire du conseil scientifique\u00a0<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nouvelles orientations scientifiques<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019assembl\u00e9e a valid\u00e9 cinq nouveaux appels \u00e0 projets de recherche, illustrant les grands axes de travail&nbsp;de l\u2019Institut :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Justice et \u00c9tat de droit\u202f:&nbsp;l\u2019appel \u00e0&nbsp;projet&nbsp;de recherche&nbsp;retenu concernera&nbsp;les fondements&nbsp;de la l\u00e9gitimit\u00e9 des juges.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cybercriminalit\u00e9\u202f:&nbsp;cet appel \u00e0 projet&nbsp;se centrera sur les apports d\u2019une approche plus criminologique d\u00e9crivant les modes&nbsp;op\u00e9ratoires et les ressorts de cette criminalit\u00e9 afin de mieux envisager les r\u00e9ponses et&nbsp;ripostes pertinentes.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Vuln\u00e9rabilit\u00e9s de l\u2019enfance :\u00a0l\u2019appel \u00e0 projet sera consacr\u00e9 \u00e0 l\u2019analyse des d\u00e9terminants sociaux, historiques et\u00a0institutionnels\u00a0et \u00e0 l\u2019\u00e9tude de parcours d\u2019enfants vuln\u00e9rables\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Par ailleurs, deux appels \u00e0 projet ant\u00e9rieurs sont relanc\u00e9s concernant d\u2019une part l\u2019analyse secondaire&nbsp;des r\u00e9sultats&nbsp;de l\u2019enqu\u00eate&nbsp;<em>Les Fran\u00e7ais et la justice<\/em>&nbsp;au regard de la richesse de&nbsp;l\u2019enqu\u00eate&nbsp;d\u00e9velopp\u00e9e par le Service de la&nbsp;Statistique, des \u00e9tudes et de la recherche du minist\u00e8re de la Justice&nbsp;et d\u2019autre part&nbsp;sur&nbsp;la&nbsp;criminalit\u00e9 environnementale et engagements et mobilisations&nbsp;citoyennes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le programme de travail 2026 mettra \u00e9galement l\u2019accent sur&nbsp;une grande diversit\u00e9 de&nbsp;champs d\u2019\u00e9tude tels que la justice \u00e9conomique, la notion de consentement, la justice restaurative ou la justice p\u00e9nale internationale.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enfin, de <a href=\"https:\/\/ierdj.fra1.digitaloceanspaces.com\/media_library\/2025\/11\/2025.10_Liste-des-recherches-en-cours_pdf.pdf\">nombreuses recherches devraient s\u2019achever et \u00eatre publi\u00e9es dans le courant de l\u2019ann\u00e9e, <\/a>notamment dans les domaines de\u00a0la justice \u00e9conomique, des professions juridiques, des restrictions de libert\u00e9,\u00a0de la d\u00e9tention et de la r\u00e9insertion sociale,\u00a0et\u00a0de l\u2019urgence environnementale.\u00a0\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure c\u00e9l\u00e9br\u00e9e le 16 mars 2026 \u00e0 l\u2019universit\u00e9 Paris 1 Panth\u00e9on Sorbonne.
