L\u2019objectif central du projet vise \u00e0 analyser l\u2019ampleur des changements induits par cette politique en mati\u00e8re de sobri\u00e9t\u00e9 fonci\u00e8re et \u00e0 interroger la capacit\u00e9 des acteurs territoriaux \u00e0 transformer leurs mod\u00e8les de d\u00e9veloppement. Deux questions ont guid\u00e9 nos travaux tout au long de l\u2019enqu\u00eate : le ZAN marque-t-il une v\u00e9ritable rupture dans l\u2019action publique visant \u00e0 lutter contre l\u2019artificialisation des sols ? Et, dans quelle mesure le dispositif de mise en \u0153uvre a-t-il contribu\u00e9 \u00e0 red\u00e9finir la r\u00e9partition des responsabilit\u00e9s entre l\u2019\u00c9tat, les r\u00e9gions, les intercommunalit\u00e9s et les communes ? Dans un contexte d\u2019urgence \u00e9cologique, les politiques de transition m\u00e9ritent en effet d\u2019\u00eatre interrog\u00e9es \u00e0 l\u2019aune des changements qu\u2019elles produisent r\u00e9ellement, au-del\u00e0 des discours qu\u2019elles produisent ou des intentions affich\u00e9es. Ce n\u2019est qu\u2019en modifiant concr\u00e8tement les pratiques et les modes d\u2019action qu\u2019elles pourront g\u00e9n\u00e9rer des effets tangibles sur les dynamiques environnementales et sociales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour r\u00e9pondre \u00e0 ces interrogations, nous avons articul\u00e9s une approche sociologique et d\u2019\u00e9tude de la jurisprudence. La premi\u00e8re a consist\u00e9 \u00e0 m\u00ealer entretiens semi-directifs aupr\u00e8s d\u2019\u00e9lus, de techniciens et de fonctionnaires d\u2019\u00c9tat, observations participantes et non-participantes, notamment aupr\u00e8s des services de l\u2019\u00c9tat, et d\u2019analyses documentaires pour mieux comprendre la mani\u00e8re dont les objectifs de sobri\u00e9t\u00e9 fonci\u00e8re \u00e9taient int\u00e9gr\u00e9s dans les documents d\u2019urbanisme. L\u2019enqu\u00eate s\u2019est focalis\u00e9e sur le d\u00e9partement des Alpes-de-Haute-Provence pour saisir les effets du ZAN sur les territoires ruraux qui ont souvent \u00e9t\u00e9 mentionn\u00e9s comme les principaux \u00ab perdants \u00bb du ZAN. La seconde m\u00e9thode s\u2019est focalis\u00e9e sur la mani\u00e8re dont les acteurs se saisissant de la r\u00e9gulation de l\u2019artificialisation \u00e0 travers l\u2019arme du droit. L\u2019enqu\u00eate se focalise en particulier sur la structuration de la comp\u00e9tence juridique au sein des associations de protection de la nature via des entretiens semi-directifs et des observations de rencontres.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette recherche nous a permis de souligner un certain nombre de tendances. Premi\u00e8rement, le ZAN n\u2019a pas emp\u00each\u00e9 les territoires ruraux \u00e9tudi\u00e9s de fixer des objectifs ambitieux en mati\u00e8re de croissance d\u00e9mographiques et \u00e9conomiques. Le respect de ces exigences repose notamment sur des n\u00e9gociations informelles avec les services de l\u2019\u00c9tat. Loin d\u2019imposer une norme uniforme, ces derniers adoptent une posture de facilitateur, cherchant \u00e0 \u00ab bricoler \u00bb des solutions adapt\u00e9es aux territoires et \u00e0 \u00e9viter les conflits avec les collectivit\u00e9s. Ainsi, le ZAN appara\u00eet moins comme une rupture que comme une continuit\u00e9 dans l\u2019action publique, qui reste marqu\u00e9e par la n\u00e9gociation et les rapports de force locaux. Nos r\u00e9sultats sugg\u00e8rent \u00e9galement une judiciarisation croissante qui contribue \u00e0 renforcer le r\u00f4le du juge administratif dans l\u2019\u00e9laboration des projets de territoires et qui contribue indirectement \u00e0 renforcer celui des services de l\u2019\u00c9tat. The main goal of the project is to analyze the extent of the changes induced by this policy in terms of land-use efficiency and to question the capacity of territorial actors to transform their development models. Two questions guided our work throughout the study: does NNLT represent a shift in public action aimed at curbing soil artificialization? And to what extent has the implementation framework reshaped the responsibilities between the State, regions, intermunicipal authorities, and municipalities? In the context of ecological urgency, transition policies should be evaluated by the tangible changes they bring, rather than the rhetoric or stated intentions. Tangible effects on environmental and social dynamics require concrete changes in practices. To address these questions, we adopted a combined sociological and jurisprudence analysis. The first approach involved semi-structured interviews with elected officials, technical staff, and State civil servants, participant and non-participant observations, particularly within State services, and documentary analysis to better understand how land-use efficiency objectives were incorporated into urban planning documents. The study focused on the Alpes-de-Haute-Provence department to capture the effects of ZAN on rural territories, often cited as the primary \u201closers\u201d of NNLT. The second method focused on how actors are tackling the regulation of artificialisation through legal means. The study focuses in particular on the structuring of legal competence within nature conservation associations throughsemi-structured interviews and observations of meetings. This research allowed us to highlight several trends. First, NNLT has not prevented the rural territories studied from setting ambitious demographic and economic growth targets. Compliance with these requirements relies notably on informal negotiations with State services. Far from imposing a uniform standard, these services adopt a facilitator role, seeking to \u201ccraft\u201d solutions adapted to local contexts and to avoid conflicts with municipalities. Thus, NNLT appears less as a rupture than as a continuity in public action, which remains shaped by negotiation and local power dynamics. Our results also suggest a growing judicialization, which strengthens the role of administrative judges in shaping territorial projects and indirectly reinforces the influence of State services. While this trend is likely to spark new debates on \u201csimplification\u201d, it seems to us that administrative litigation, despite the tensions it provokes, can help make the transition toward greater land-use efficiency effective.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/details>\n\n\n\n<p
