Conduite par une \u00e9quipe pluridisciplinaire (droit, sciences de gestion et sociologie) de chercheur\u00b7ses fran\u00e7ais et belges, elle vise \u00e0 caract\u00e9riser le mod\u00e8le de GRH de la justice et ses principales \u00e9volutions, en proc\u00e9dant \u00e0 une comparaison syst\u00e9matique des cas fran\u00e7ais et belge, soutenue d\u2019un contrepoint su\u00e9dois. Elle cherche aussi \u00e0 \u00e9valuer et d\u00e9voiler, sur cette base, leurs \u00e9ventuels dysfonctionnements, d\u00e9faillances et incoh\u00e9rences. \u00c0 partir d\u2019une m\u00e9thodologie qualitative qui mobilise plus d\u2019une centaine d\u2019entretiens semi-directifs (n=122) effectu\u00e9s avec les instances organisatrices impliqu\u00e9es dans la GRH, mais surtout avec les magistrat\u00b7es eux\u00b7elles-m\u00eames et leurs chef\u00b7fes de juridiction, de cour et de corps travaillant dans des tribunaux judiciaires fran\u00e7ais (n=13), belges (n=9) et su\u00e9dois (n=4) de taille diff\u00e9rente, le rapport propose une analyse contextualiste (contenus, contextes, processus) des mod\u00e8les de GRH en mettant la focale sur les acteur\u00b7rices essentiel\u00b7les qui les activent et les traduisent localement, ceux et celles que nous d\u00e9signons comme des&nbsp;<em>local managers<\/em>&nbsp;(chef\u00b7fes de juridiction et de corps). Apr\u00e8s avoir \u00ab&nbsp;plant\u00e9 le d\u00e9cor&nbsp;\u00bb institutionnel et statutaire des magistratures fran\u00e7aise, belge et su\u00e9doise, il d\u00e9crit les configurations organisationnelles et les mod\u00e8les de GRH, et questionne leur correspondance, en se concentrant plus particuli\u00e8rement sur les cas fran\u00e7ais et belge. Il analyse les principes, outils et pratiques de cinq dimensions de la GRH&nbsp;: le recrutement, la formation, la carri\u00e8re, l\u2019\u00e9valuation et la r\u00e9mun\u00e9ration. Il interroge la place centrale que les chef\u00b7fes de juridiction et de corps tiennent dans la gestion et le management des juridictions en s\u2019attachant \u00e0 l\u2019examen de leur environnement, de leurs r\u00f4les, de leur travail d\u2019organisation, de leurs conditions de travail et de leur pouvoir d\u2019agir. Conducted by a multidisciplinary team (law, management sciences, and sociology) composed of French and Belgian researchers, it aims to characterize the HRM model within the judiciary and its main developments, through a systematic comparison of the French and Belgian cases, complemented by a Swedish counterpoint. It also seeks to assess and uncover, on this basis, their potential malfunctions, shortcomings, and inconsistencies.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Using a qualitative methodology based on more than one hundred semi-structured interviews (n=122) conducted with HRM governing bodies, but above all with judges themselves and their heads of courts, appellate courts, and judicial corps working in French (n=13), Belgian (n=9), and Swedish (n=4) courts of varying sizes, the report offers a contextualist analysis (content, context, processes) of HRM models, focusing on the key actors who activate and translate them locally\u2014those we refer to as \u201clocal managers\u201d (heads of courts and judicial bodies).<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>After outlining the institutional and statutory context of the French, Belgian, and Swedish judiciaries, the report describes organizational configurations and HRM models, and questions their alignment, with a particular focus on the French and Belgian cases. It analyzes the principles, tools, and practices across five dimensions of HRM: recruitment, training, career progression, evaluation, and remuneration.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>It further examines the central role played by court presidents and heads of judicial bodies in the management and governance of courts, focusing on their environment, roles, organizational work, working conditions, and capacity for action. The report\u2019s three main lines of inquiry\u2014concerning the coherence and relevance of the HRM model, the accountability and empowerment of court leaders, and the professionalization of human resources management within an institution still strongly shaped by a collegial form of professional governance\u2014highlight the risks of fragmentation in HRM\u2026 a \u201cpiecemeal
