Les violences au sein du couple font l\u2019objet depuis plusieurs ann\u00e9es, d\u2019une attention particuli\u00e8re des pouvoirs publics. La mobilisation des mouvements sociaux notamment de d\u00e9fense des droits des femmes, la pr\u00e9valence de ces comportements r\u00e9v\u00e9l\u00e9e par les grandes \u00e9tudes statistiques en population g\u00e9n\u00e9rale depuis l\u2019enqu\u00eate ENVEFF, ont conduit \u00e0 mettre la lutte contre ces violences \u00e0 l\u2019agenda politique, jusqu\u2019\u00e0 d\u00e9clarer cette lutte \u00ab grande cause nationale \u00bb en 2017 et \u00e0 leur consacrer un \u00ab Grenelle \u00bb en 2019. La multiplication des interventions l\u00e9gislatives, des circulaires des minist\u00e8res de la Justice et de l\u2019Int\u00e9rieur pour mettre en place une politique p\u00e9nale afin de r\u00e9primer ces actes mais aussi pour instaurer une culture de protection de la victime, exigent des acteurs judiciaires une implication massive sur ce contentieux et une sollicitation toujours plus importante de partenaires indispensables \u00e0 la prise en charge des protagonistes de ces violences, afin de d\u00e9ployer un registre d\u2019actions qui d\u00e9passe la seule sph\u00e8re juridique.<\/p>\n\n\n\n
Afin d\u2019appr\u00e9hender les modalit\u00e9s du d\u00e9ploiement de ces politiques publiques qui impliquent tant les juridictions p\u00e9nales et familiales, que les services enqu\u00eateurs, les collectivit\u00e9s territoriales et le secteur associatif, cette recherche a \u00e9t\u00e9 r\u00e9alis\u00e9e sur un territoire \u00e0 l\u2019\u00e9chelle d\u2019un d\u00e9partement sous un double regard juridique et sociologique. L\u2019approche monographique a \u00e9t\u00e9 choisie pour saisir au plus pr\u00e8s les conditions de la d\u00e9clinaison des politiques nationales \u00e0 l\u2019\u00e9chelle locale et pour mettre en lumi\u00e8re le travail de terrain de la construction d\u2019un maillage interinstitutionnel et associatif essentiel \u00e0 l\u2019efficience de la lutte contre les violences conjugales.<\/p>\n\n\n\n
Face \u00e0 la massification du contentieux des violences au sein du couple, les acteurs et actrices se mobilisent significativement pour r\u00e9pondre \u00e0 une sur-sollicitation autour de figures de coordinateurs ou coordinatrices qui tentent d\u2019animer un travail partenarial sur l\u2019ensemble du d\u00e9partement, certaines zones territoriales demeurant cependant plus \u00e0 l\u2019\u00e9cart des actions que d\u2019autres.<\/p>\n\n\n\n
La convergence des interventions des acteurs et actrices vers la prise en charge des personnes mises en cause ou la protection des victimes, favorise l\u2019\u00e9mergence d\u2019une culture interprofessionnelle sans pour autant neutraliser d\u2019une part, les positionnements diff\u00e9renci\u00e9s entre intervenant.e.s institutionnel\u00b7l\u00b7e\u00b7s et intervenant.e.s engag\u00e9\u00b7e\u00b7s dans la lutte contre les violences conjugales pour faire advenir l\u2019\u00e9galit\u00e9 entre les femmes et les hommes et d\u2019autre part, des interrelations v\u00e9cues parfois davantage comme des situations de concurrence plut\u00f4t que de compl\u00e9mentarit\u00e9.<\/p>\n\n\n\n
L\u2019approche localis\u00e9e du traitement des violences au sein du couple donne \u00e0 voir un territoire fortement mobilis\u00e9 qui s\u2019empare de cette \u00ab cause publique \u00bb pour r\u00e9pondre \u00e0 une r\u00e9probation sociale actuellement majeure vis-\u00e0-vis de ces comportements.<\/p>\n\n\n\n

Violence within couples has been the subject of particular attention from public authorities for several years. The mobilization of social movements, particularly in defense of women’s rights, and the extent of this behavior revealed by major statistical studies since the ENVEFF survey, have led to the fight against this violence being placed on the political agenda, to the point of declaring it a \u00ab\u00a0major national cause\u00a0\u00bb in 2017 and devoting a \u00ab\u00a0Grenelle\u00a0\u00bb to it in 2019. The multiplication of legislative interventions and circulars from the Department of Justice and Homeland Security to implement a penal policy to repress these acts, but also to establish a culture of victim protection, require the judicial actors to be massively involved in this litigation and to solicit more and more partners who are indispensable to the care of the protagonists of this violence in order to deploy a range of actions that goes beyond the sole legal sphere. To understand how these public policies are deployed, which involve both the criminal and family courts, as well as the investigating services, local authorities and the associative sector, this research was carried out on a departmental territory with a legal and sociological approach. The monographic approach was chosen in order to get a close-up view of the conditions under which national policies are implemented at the local level and to highlight the work done in the field to build an inter-institutional and associative network that is essential to the efficiency of the fight against domestic violence. Faced with the massive increase in the number of cases of domestic violence, the actors are mobilizing significantly around the coordinators who are trying to lead a partnership work throughout the department, although some areas remain more isolated from the actions than others. The convergence of the actors’ interventions towards the care of the accused or the protection of the victims, favors the emergence of an interprofessional culture without neutralizing, on the one hand, the different positions of the institutional actors and the actors involved in the fight against conjugal violence in order to achieve equality between women and men and, on the other hand, interrelationships that are sometimes experienced more as situations of competition rather than
complementarity. The study of the treatment of domestic violence at the local level reveals a highly mobilized territory that has taken up this \u00ab\u00a0public cause\u00a0\u00bb in response to the today major social disapproval of such behavior.
